Personal history
Rolo grew up in the suburbs of Union City with his mother and father (Lorie and Robert Blue) until he was 8 years old. Robert disappeared after attacking Lorie at home one night, plunging the family into poverty. Lorie had to work multiple jobs and could rarely stay home for long, so Rolo was entrusted with caring for his younger brother Zane. This continued for two years until Lorie got a well-paying job working as a politician's secretary, after which she was able to pull the family out of poverty and establish financial stability.

Accomplishments & Achievements
Caring for Zane made Rolo realize he enjoys helping people, and being aware of the crime all around Union, he knew being a hero would likely enable him to help as many people as possible.
Failures & Embarrassments
Rolo was unable to protect Zane when Robert hurt him on the night that he attacked Lorie, leaving him with lasting guilt and a near-constant feeling of weakness and incapability. He also was nearly killed in the CoT attack on Philadea, one of his teammates Callum dying while he was passed out. Although Callum was revived with the FETUS machine (Rolo doesn't know of the machine) he still blames himself for his team nearly being wiped out.
Mental Trauma
PTSD from the night Robert attacked Lorie. He has also witnessed countless deaths during his time at C.A.R.E., one particular incident being a massacre at Speaker's PizzaPlex.
Intellectual Characteristics
Rolo is intelligent and calculating, preferring to establish a plan as opposed to going with the flow. He has also inherited Robert's manipulative tendencies, though he uses them more in interrogations than anything else and doesn't stab people in the back.
Morality & Philosophy
Although he may feel too weak to accomplish this goal, Rolo joined C.A.R.E. striving to protect those who cannot protect themselves. He prefers incapacitation over killing, but will kill when necessary.
