The Sovereign of Dust's rule over the Ethereal Mists is absolute and uncompromising. It is said that the Sovereign is aware of all events and occurrences within the plane and that, within it, its power is beyond measure. Some say that the Sovereign is not a being in the traditional sense but an embodiment of the ethereal plane itself, a living manifestation of its will and purpose.
The Sovereign's true nature and motives are shrouded in mystery, and many believe that it is impossible for mortal minds to comprehend its true form. Some speculate that the Sovereign's appearance as a spiked cliff with a smiling face is simply a projection of its immense power, a way for it to make its presence known in a way that can be understood by those who glimpse it.
Although the Sovereign is capable of manifesting anywhere in the ethereal mists, it rarely does so, preferring to remain unseen and unknown. Those who have glimpsed the entity often have their souls ripped from their bodies and sent to be judged without so much as a hint of resistance. This has led some to believe that the Sovereign is a ruthless and merciless judge of souls, with no tolerance for wrongdoing or disobedience.

Relationship with Mediators

The Mediators of the Ethereal Mists are mysterious entities that act as intermediaries between the Sovereign and mortal beings. They are said to be able to communicate with the Sovereign, although it is unclear whether they do so willingly or under compulsion. Some believe that the Mediators are the only beings that can approach the Sovereign without fear of punishment and that they have a special relationship with the entity that is not fully understood.
Despite its incredible power, the Sovereign of Dust does not have an army. It does not need one. The Sovereign is the final arbiter of souls in the ethereal mists, and whatever it wishes, it will do. The Sovereign does not have the habit of making itself known to the living and seems not to need or desire the prayers of mortals like the Prime Hieron. As such, aside from the Mediators of the Ethereal Mists, the Sovereign has no known followers.
