Since establishing the organization, H.O.A.R.D. had three different kinds of leader transitions.
Initially, the founders were the leaders, but as time passed, they realized they had members who would be better suitable to be the head of the organization. They either stepped down or waited until the decision of the members to elect new leaders. They agreed on the process at the end: H.O.A.R.D. holds an election every year to decide on the 2-4 people who will lead the organization for a year. When someone stepped down or died between elections, their replacement was agreed on during the next election.
With the coming of Khalk, everything has changed. He proclaimed himself the sole commander of H.O.A.R.D. He got rid of the elections, and the only way someone could become the new leader was if Khalk was defeated in combat. The challenge for the leadership could happen anytime, anywhere. The only rule of the fight was that witnesses must be present to testify that a challenge was issued and confirm the winner of the combat. This new method of deciding who leads H.O.A.R.D. solidified the rule of Khalk and, together with dismantling the code of conduct of the treasure hunters, helped him gather like-minded people. For quite a while, this was the accepted norm until the coming of Burthe.
She kept the part where you had to fight to become the new commander of H.O.A.R.D., but she was craftier than her predecessors. She reduced the appearance of this barbaric custom with a very formal appearance. Now decorations have to be added, invitations sent out, and assistants of both challenger and leader agree upon the time and form of combat. All the works she saw during her mercenary years. Plus, the challenger now has to convince a large number of the members of the organization that a new leader is what H.O.A.R.D. needs. Burthe knew quite well that with these changes, her rule would be unchallenged for a very long time. H.O.A.R.D. members want to see a bloody fight and not some ceremony.
