Named after one of the 12 major Aspects, Crossed Swords is suitably a major defensive centre within town due to the The Council of Landezon's presence here. The most famous of their edifices is the headquarters of The Black Mercies – stalwart defenders of Rela against the dark powers. Next to this impressive building is the Office for Council Affairs, where Nurhetic and Aurimbic Traditions make strategic plans alongside Draksineon's native Berythians. The Hall of Steward Nations houses diplomats from countries falling under the Council's protection. The Shared Libraries - which for security reasons contain virtually no books of magic, but rather history, lore, and magic theory - are available to all Council mages.

Though the Council clearly takes up the lion’s share of the space, the land itself is owned by one Orobim Erdos Fli – a highly successful businessman and owner of Paradise Textiles. He and his son Jes occupy a nearby manor of some enormity. Fli rents to the Council, which for political reasons eschews land ownership wherever possible.
Orobim is of Bonneru descent. His wealth is a rare achievement among those of his race, whom in the social structure are more often farmers in rural areas, or in the city, servants. Within Sabellis, he celebrates this fact by reinvesting much of his capital into cultural development, and is a major patron of the fine arts.
