The Blood Oath of Noria
Purpose
The Blood Oath marked a turning point in the heating conflict between the Elves and Dwarves of Northern Noria. With it, several major dwarfclans and the Circaliadae swore off the violence and as a result survived the Norian Blood War that followed afterwards.
Document Structure
Clauses
The Blood Oath was deliberately kept simple, to ensure people could not misinterpret the meaning. None of the signatory clans or elves were to raise arms against any of the other signatories regardless of the war. They were also not to take part in armed conflict on behalf of elf or dwarf outside the signing signatories.
Caveats
The Blood Oath was sworn in perpetuity, to be upheld by all parties and their descendants until the end of Dorralia
Publication Status
The Oath is set in stone in the centre of Dorralias archives, carved into the storm altar, which looks out at the sea. Copies of the Oath can be seen publically, carved above every gate of the city.
Legal status
The Blood Oath is not thought to be enforced, but none of the descendants of the signatories would dare to openly defy the legacy of Queen Golrok or King Circalion. As a result, the Oath was mostly kept by both sides throughout the existence of Dorralia.
Historical Details
History
Driven by the rising animosity between dwarves and elven descendants in the northern part of Noria in the century leading up to the oath, Circalion and Golrok, each leaders of their people, came to see that something had to be done. After a couple of diplomatic meetings, the two had learned to see eye to eye and become quick friends.
This in turn gave them hope that peace between their people was possible. They founded Dorralia, the city of Storms. Decades later, their success in Dorralia and the increasing tensions allowed their diplomatic work to bear fruit. Six other Dwarf clans could be convinced to join the endeavor and the Blood Oath was created.
It almost came too late. Mere years after the Oath the Norian Blood War broke out and in its result many died. The Oathsworn however, abstained from the war and survived it.
Legacy
The true legacy of the Oath was the continued existence of Dorralia long after the death of both Circalion and Golrok.
