Career

Qualifications

On Earth 16, the Dragoons are the
  • elite lieutenants of
  • senior enforcers for
  • proofs of concept for the metahuman theories of
Mr. Sinister, depending on one's personal point of view. All Dragoons have innate metahuman abilities. At minimum, they are capable of winning a one-on-many combat versus a duo of Wyldstorm agents on patrol around the perimeter of Metropolis north of the Lackawanna River, or a single combat against a lone Watchman (depending on environmental factors) on Earth 1.
 
These are, according to Sinister's criteria, the fittest of the fit on Scarce Metal Earth in the wake of the Great Aether War.
 
((In game terms, this is a 1200 point or higher character, who has put at least two thirds of their points into Powers and Attributes before also picking up Gadgets or Skills.))

Other Benefits

The Dragoons are powerful metahumans with their own unique costumes. They are not required to wear the jumpsuits, nor to conform to a color code. They may have as many pockets, pouches, satchels, and holsters as they like, provided said containers do not interfere with their powers or their combat readiness.
Sinister has adjusted their genetic sequences for better power, stability, and the ability to supercharge by draining off any psionic powers used directly on them.
Sinister also braintapes his Dragoons after each mission and sometimes before, using technology taken from The High Evolutionary. In the event that a Dragoon dies, Sinister takes five months to force-grow a clone body from his latest biological sample plus another month to write the braintape onto the new body, so six months later a killed Dragoon is back in business. If its brain was not damaged that much in or after death, and Sinister recovered the corpse, the Dragoon even remembers how his/her/their defeat happened, at least as much as they can from their dying perspective.

Perception

Purpose

Dragoons act as the enabling mechanism for Sinister's will. They oversee the management of Òlhakeike and its citizens' duties. They oversee the Hounds on sorties against opposing factions or hunts for escaped thralls. They supervise his experiments in progress when Sinister must be elsewhere.
They do most of Sinister's fighting for him in extremely dangerous scenarios, because they are as close to perfection as he has achieved in metahuman development, and because they are, in a sense, the most disposable weapons in his arsenal.
But the true purpose of the Dragoons is to be living proof -- or disproof -- of various theories on the elusive "metahuman gene". The idea of one bit of code in a sentient being's DNA that gives them superpowers rather than death. Each Dragoon is like the latest release in a series of hardware designs, with improvements for stability or power or functionality compared to their previous selves, with a new feature undergoing live tests in their every moment to see whether it leads in the direction Sinister envisions for the future of metahuman life on Earth.
None of the Dragoons are the original persons first coerced into Sinister's service.
All remember Dragoons whose existence ended in the sense that Sinister ceased to create new clones of the same person.
It is wisest to be a successful experiment.

Social Status

In a sense, all of Òlhakeike society exists to provide electric power, food, shelter, and creature comforts for the Dragoons.
It's not, strictly speaking, an accurate sense! But it appeals to the Dragoons, who did not volunteer to be killed and regenerated in the name of Mad Science, and cannot wander off too long without the special nutrient supplements that keep their cloned bodies from degenerating.
The one thrall that escaped, the one which spent some time as a Hound before demotion, particularly irks the Dragoons. They have a sour view of Hybrid Minions from Infinity Inc, as well, and will go out of their way to lord the lofty Dragoon status over any thrall which happens to be a captured product of Simon Arkangel or Michael Arkangel.

Operations

Dangers & Hazards

Dragoons die often.
If they seem like a probable target for a synthetic disease or poison, Sinister will test it on that person. He can always restore the Dragoon in six months' time, if he is correct. If they seem like they would have a particularly good innate resistance to the disease or poison, Sinister will test that, too.
If equipment transition indicates that the test subject survived a trip through the experimental Stargate, pried themselves out of the equipment harness, ran away, and did not drop dead within sensor range, then a Dragoon will go through the Stargate next to retrieve the gear and dispose of the escapee. Gates only stay open for as long as Sinister has stored power, so the Dragoon may wind up trapped on the other side of the Gate. Or worse, inside the Gate.
If something Sinister needs is in short supply and only a raid on Gotham will do, a team of almost all the Dragoons will go. Hounds and Marauders are not up to this threat level.
If a Dragoon spends too long without the nutritional supplement created in Sinister's laboratory, their cloned body loses its stability. Dragoons tell each other that, of all the deaths and "respawns" they can remember experiencing, that is the most horrific.

The only place in all of the multiverse where Dragoons are not considered a massive violation of some kind of law is in Òlhakeike itself, on Earth 16.
