Keltirak Institute
The Keltirak Institute is an organization of mages that gets to dictate what is legal and illegal in the cesspool that is the arcane market. While not as bureaucratic as the Legion or as stylish either, the Keltirak mages are often ambitious and take a liking to despising each other indiscriminately. There are no houses because there is no way these people can work together on a regular basis.
Structure
5 Headmasters are in charge of the whole Institute, each supervising their own area. The 5 of them are the world's only known omnimancers, and they wholeheartedly believe anyone with that much power belongs in their council.
Public Agenda
To aid any mages who seek shelter and a place to hone their crafts. And if they can acquire more power in the process, the better.
Assets
The Institute is an enchanted castle named Talgon, capable of coming to life to fend off invaders. It also boasts an incredible library and a few portals to several different realms, including Axaspea.
History
Imagine getting involved in wars that mean relatively little over petty laws that, deep down, don't matter to anyone but the people you are fighting. Well... technically that's the Legion's history, but the Keltirak Institute has behaved very similarly, dictating the sorts of magic that may and may not be practiced.
Oh, and it was founded by an orc shaman named Frak'tar. Not an elf, shockingly enough.
