Located in the Kovia Desert. The newest city in Tartartis, Noroc is different than all the other cities in Tartartis as it is ran by five non noble families. It is main profit comes from gambling. Five Arbitrators oversee the families to make certain they cooperate in making the city run smoothly. The Jagerflies Guild polices the city as a neutral force keeping order and peace.
