Loan Sharked

Someone is being liberal loaning cash, and being vicious about collection. The pressure to make payments is causing drug dealers to go into overdrive, addition and overdoses are up all over the city. In Neon Shadows #3, the vigilantes interrogated Crank to learn who supplied him his payday loan. Whoever it is has serious blackmail powers over their 'customers.' Crank died rather than give up information. The vigilantes found signs that a mysterious organization or hacker could be tracking them.
