The 10th Family
The so called "10th family" refers to the society of Triton that live in the bay surrounding the assembly.
While they are not an official family by choice, they have extensive deals and treaties that have effectively given them the power of a family without being bound by the decisions of the assembly. Many families smart at this arrangement, but the natural barriers make the Merfolk incredibly hard to aggress. In the inverse, the population of Merfolk living in these waters in puny compared to the population of any given family canton.
These opposing factors have lead to the current arrangement, one which neither side is particularly pleased with, but is stable for now.
