The Duke of Blackton.
The Windmeres have ruled Blackton for generations. V'raska, took his fathers place in his thirties, and has proven to be an effective, if a bit Machiavellian ruler of the Blackton. Commerce, industrialism, and making ends meet sometimes took precedence over the welfare of the poor in his kingdom. However, when the Empire sought to annex Blackton as part of their growing vassalship, V'raska vehemently opposed the idea, threatening military action if the Empire ever sought to move against him. 
His brother Dukes, however, were not as stalwart...
