Laluz

Laluz is one of the largest cities in Ikaros, and one of the largest shipping ports in all of Turath. Facilitating transit of hundreds of ships transiting the Quays every day. Due to its location, Laluz is a prime port for merchants from Republic of Scietti, Orgol Nomads, and Thele - and it’s calmer harbors allow for more reliable shipbuilding dry docks as opposed to Larucea.
With its abundance of trade, Laluz also contains a fair amount of illicit activity, despite the attempts of the Cartel of Ledgers. The Hounds have a solid presence, and the Council Watch provide extra security to various companies and shipping lanes.
Laluz is an Ikaran city, and much of local security is designed to keep peace and order, not necessarily provide for the justice of the populace. As such, much of the local populace and working class are left to fend for themselves; gangs and community militias are common. As the populace continutes to grow, residential factions teeter on a state of unrest, all whist transient merchants seek to extract as much wealth and power from its resources during their stay.
