Overview
The Pavis Thieves Guild has been active since the founding of the city. It was a key part of the scouting initiative to find the best location for the city. It is also critical in maintaining the town's safety as it actively reports on any incidents that show influences from outside the city seeking to infiltrate the community.Rogue Equipment

The Guildmaster of Pavis has four main Lieutenants who manage the main divisions of the Guild. The Trainers, the Cardsharks, the Enforcers, and the Protectors. Each section manages Guild Operations in the city. The Trainers are responsible for recruitment and training of rogues in the guild, The Cardsharks are responsible for all non-violent criminal undertakings including gambling, theft, prostitution and fencing of stolen goods. The Enforcers ensure that the Guild is not undermined by non-guild related rogues and that members of the guild follow instructions. Finally the Protectors are the eyes and ears of the Guild outside the town, ensuring that criminal activities that could cross over into the Town are minimised and in the process they protect caravan trains to and from Pavis.
Culture
The Guild is run from a seemingly normal 'house' at Number 4 Fourth Street. So the Guild often refers to itself as 'the House', and similarly refers to the Guild Organisation itself.
In the Guild itself, the Guild is based on the Royal Deck of Cards System of Thieves Cant. The Deck of Cards in this Guild not only informs the language but also acts as the basis for the Guild Inner Rankings.
Multiple Members can hold the same 'Card' rank, except for the key Jack, Queen and King positions. The Rank of Ace - can be given to any Rogue who is a recognised master in that Area of Expertise.

Explanation
A Trainer is a type of skill master of different skills covered under each section of the Guild Operations. Thieves can choose which field to train in. As they go up in skills (not necessarily in level), they attain a 'card rank'. This follows the card system from 2 upwards except for Number 4 which is reserved for Rogues given Special Consideration in Guild rankings.Multiple Members can hold the same 'Card' rank, except for the key Jack, Queen and King positions. Jack of Clubs Missing
The Jack of Clubs is missing from the 'House' as the last holder of the position had actually been an Assassin from the Assassin's Guild who sought to take over the Guild for his own purposes - needless to say he was removed so completely that his 'card position' disappeared with him as a reminder to any would-be Usurper of Rogues in the future.Public Agenda
The Thieves Guild of Pavis actively monitors and maintains many of the gambling and drinking establishments in the Town - but not all. Those that are nearest to the River Gate and Meat Market are often run by independent tavern and gambling proprietors under the protection of the local butchers. (You don't mess with people who butcher animals for a living.) The guild seeks anonymity, and presents itself as an 'unknown' power operating in the background.

This company is the registered owner of the Guild Hall, and indeed many Merchants do use this Guild-run service as a means by which to ensure that their shipments make their way to their end location with minimal interference from ANY Guild - whether it be the Thieves Guild of Pavia-Pavis or any other settlement on the way.Rumored Assets
It is rumored that the Thieves Guild controls parts of the sewer system of Pavia-Pavis - using it as a smuggling run network as well as a secret means by which to move between the various parts of the town - and even outside the gates - unseen. This is however disputed by the Vermin and Nightsoil Guild - responsible for removal of all pests and reduction of disease in the town.Chattels and Goods Inventory
At any one time the Guild can hold any number of magical items and texts in it's stores. The items taken but not fenced are rumored to number in the hundreds, and vary from weapons, to spellbooks and potions of all sorts. At any given time a rogue can buy a magical item from the Guild - paying in 'Favors'. A Favor is a promise given to a rogue by the guild for services rendered. They can be used to pay for goods and information or even to prevent punishment if the Rogue should at some point break a Guild rule in the future.At any given time the Guild will have up to 20,000 GP worth of magical items in stock - but normally not above this value.
Here's The Deal
Every thief/rogue in the Guild has a deck of cards. This deck can come from any part of Atlantis but it signifies the Thief's position in the Guild and is a critical part of the local Thieves Cant. In addition, the local Guild has enchantments placed on the individual cards that provide benefits to the Thief - each rank gained adds another enchantment, making some decks extremely potent for their bearers. Each enchantment is said to cost a 'favor or two'.History
The Guild has been around in some form since the start of the town. It has however not been considered a formalised Guild prior to 520CY, the start of the tenth cycle of the Calendar. The Guild seeks to further the growth of the city but is training up and expanding in new directions every few years to ensure that it stays current in the town's expansion. Currently it is providing scouting and spying services to the Council to protect the town from external attacks and threats.
