Kingdom of Frostern
The Wintersblood Hegemony
Structure
At the head of the Kingdom was the Imperial Representative and High King of Skìrah. The traditional title of High King did not hold any significant power but as IR the High King could act with the power and support of the Emperor himself.
After the reformations post-1652 EM, the traditional Clan structure was feudalised heavily. Equal to the High King are the Earls, who rule over a Hold or Earldom and are all the heads of a Great House. Below the Earls, the Holds are split into House Holdings that divide up the lands between them, owing their shields and fealty to their Earl House, rather than to the actual Kingdom.
Beneath Earldoms are Thanedoms ruled by Thanes. Sometimes Thanes will be members of a Great House or part of a cadet house, but usually are held by powerful Houses that have yet to gain Great status. Depending on the size of their holdings, Thanes may have Hetmans below them that hold lands equivalent to Baronies but hold no more than one small to medium settlement.
While not holding any land, only enforcing the law of their Great House, Lord Provosts of minor Houses rule in the nine cities of Skìrah, and any settlements not ruled by Thanes or Hetmans are ruled over by Provosts.
