Divine Theory and Concept
When a mortal has an Idea, it can blossom to something bigger over time. Faith is a powerful tool in the mortal arsenal, it can make or break gods. It goes like this, once Idea sprouts in the mortal mind, that can be a simple rule Karma or Rule of Three, over time it can ascend to be a Divine Concept. It showed that it happens a lot, people start to believe it to be true (that bad people will get their due in time or that things happen in threes). The jump is high to achieve this. We are talking about hundreds if not thousands of events happening that would convince the mortals that there is some merit to this. After a while, when almost the whole mortal populace starts to believe in a Divine Concept, it can ascend once more to a Divine Theory. This is the moment an Idea gains simple sentience. Not complex like a mortal and far from of a True God. This is the moment things start to happen. For example, an idea that someone cursing someone on their deathbed can be real curse can over time change into a Divine Theory, that it will almost always be true. People will start to watch out what they say before their deaths or even use them as weapons against their hated enemies. Divine Theories will start to make things happen on a magical scale, while previously an Idea would just be happenchance.
There is a chance for a Divine Theory to become a True God but that is very rare. As a Divine Theory needs to gain worshippers (and out of the three, the other being Demigods and Idols they will have the hardest time to achieve this) and gain a portfolio, even if its simple like "The Number Three." To ascend it needs to "fill the vacuum", for example, if the Divine Theory is about justice and there is already a god of justice, it won't be able to ascend as long as that god exists. Even then, the god might just take the Divine Theory under their portfolio.
