Senarion

The Senarion is the ultimate authority in Serunen. The dome shells form fragile protection against the elements, and the Wights are an ever present threat, but the Senarion must stand against them all.
There are a number of officials who manage day to day affairs. It is the Senarion who is responsible for policy, for determining what the future will look like for the dome, and for providing a calm, steady presence of authority in the face of disaster. There are many disasters.
The Senarion is not meant to be considered infallible, and definitely not meant to make unilateral decisions (despite how it might appear to those not involved in the political process). They are meant to be the deciding vote in major decisions, and they are the one ultimately responsible for conveying those decisions to the public, as well as ensuring that those new laws are enforced.

History

When Tholaren Dome split, nine of the Insignia Council members and thus Insignia holders went with them. Those nine formed the basis of government for what became Serunen, a new dome constructed to the purpose of keeping the exiles safe.
But the insignia no longer functioned as they did in Tholaren, and so they became symbols of what were essentially noble houses. The only one that remained distinct from this was the Senarion. As it was tied to a person, not an object, the passing of the rank moved differently than for others. While ultimate authority would pass from insignium to insignium in Tholaren, in Serunen leadership remained with the title of Senarion.
As the first Senarion was the holder of the Requenari insignia, the two positions are closely entwined, although this has become a separate part of government.
