Arbiter
An Arbiter is a title given to members of the Elemental faith who have been authorised by their Temple to carry out various operations to advance the interests of the Temple and/or their deity.
They usually operate under the supervision of a Kolotor, and are considered to be a more pro-active form of the clergy, operating as the hand of their deity and Temple.
Qualifications
To serve as an Arbiter, a priest needs to have served as part of a Temple for at least five years. They also need to have undergone the following training;
- Combat training
- Social training
- Education in the application of the laws and values of their deities in day to day life
Requirements
Prior to being promoted to an Arbiter, an aspiring Templar needs to have served as part of an Arbiter’s retinue in some form, and this Arbiter needs to vouch for them.
Appointment
Arbiters are appointed by the relevant Exarch of their Temple, usually on recommendation of the Arbiter’s superior and Kolotors in the Temple. After all training and approvals have been granted, they are summoned to the primary temple of their deity and inaugurated by the Kolotor overseeing the Arbiters.
Duties
An Arbiter’s duty is to act to advance the interests of their Temple and/or deity in the mundane world.
Responsibilities
Arbiters have a variety of responsibilities, included but not limited to spying, capturing criminals, guarding priests, rescuing individuals, recovering artefacts, even assassination should the situation be required. They serve as a combination of scout, policeman and relic hunter.
Benefits
Arbiters are granted access to any resources they may require from their relevant Temple. They are also able to call on the faithful to assist them should they need it.
Arbiters are able to keep a retinue of useful individuals, selected from whoever they see fit. These people may not necessarily be followers of the Temple itself.
Accoutrements & Equipment
When scouting or on clandestine operations, no uniform is required. When on official business, Arbiters wear kataginu jackets over their tunics and pants, emblazoned with a pin with the symbol of their deity.
Grounds for Removal/Dismissal
Arbiters can be removed if they have been found guilty of misconduct by their Kolotor or Exarch, or if they are deemed no longer competent in their duties. This is done after an assessment by their Kolotor, which is approved by their Exarch.
