Heimgate
Heimgate was once the capital city of the Isle before it was almost completely destroyed during The Dark War. The city would have simply been left to ruin if it weren't saved by a group of savvy mages who realised the ruined city was a source of arcane power.
Scholars flocked to the ruined city to investigate the peculiar phenomenon. It was then discovered that there had been an arcane explosion that had destroyed the city, the aftermath of which hadn't quite dissipated yet. The explosion had ripped huge chunk out of the city, leaving behind a ruin filled crater that has been nicknamed 'the Pulse District'. The source of the explosion has been a question on the top of many scholars' minds for centuries, with no definitive answer to this day.
The buzz of activity around the city sparked a new wave of settlers to begin rebuilding the city around the ruins of the old one. The recently founded Anex Society, donated hefty support for the savoir of the city and are largely responsible for its current saved state.
After nearly a millennia, one individual worked out a way to tap into the natural arcane power of the Pulse District. This man was Charles Leeber, who used the magic to develop numerous arcane devices and founded the business, Arcane Oddities.

Government
The city has no official government but it run carefully by a group of scholars. The city is also mostly under the control of Arcane Oddities, who control most of the Pulse District and don't allow any unauthorised individuals near.
Guilds and Factions
Arcane Oddities control the Pulse District of the city but leave the rest of the population to do as they please.
The Anex Society also have a vested interest in the Pulse District do to its rich historical connections.
