Toulon
The town of Toulon is the largest settlement found in the Toulon Valley . It is a predominately human settlement with hints of elves spread throughout. The town is governed by a mayor and a council of nine elected men under the authority of the Baron of Chattelle. When entering the town, one is filled with the scents of sawdust and burning timbers.
Demographics
Toulon consists mostly of human laborers who process timber, the biggest industry in the town. The humans also do work in textiles; though, these jobs are typically performed by women. Being the physical laborers and low skill workers, the humans sit in the lower classes. There is a small presence of Elves in the town who manly work as tanners and merchants. Only a small portion of the population contains a notable amount of wealth: the politicians and Elven merchants, and of the nine council seats, eight are held by humans in the The Timber Guild.
Government
The town is governed by a mayor, appointed by the Baron of Chattelle. The mayor, along with a local council, remains largely independent from the politics of the barony and operates as a separate entity for the most part. Council members are elected by the citizenry (divided into nine districts, one for each council seat). Since The Timber Guild has the majority control of the council, use of the river has been granted almost exclusively for the timber industry.
Defences
The town is encircled by a large outer wall of wood. It stands a staggering 28 feet tall with walkways all around. Each entrance is protected by a stone gatehouse and an iron portcullis. Atop the walls, archers can fire through small breaks in the battlements. By the river are sets of wooden, round towers. Stretching across the river between the towers are large iron chains. Should unwanted vessels try to enter through the river, the chains can be raised, blocking the vessel. In the center of the western half sits Castle Rocktall . It was built as a motte and bailey style castle with stone walls and a stone keep. Over the years, however, large sections have been repaired or replaced with wood.
Industry & Trade
The town makes the majority of its wealth off of timber based exports. This includes lumber for construction, carpentry goods (furniture, wagon wheels, etc.), simple weapons like arrows and spears, and river boats. Many of the surrounding villages supply the town with wool to support Toulon's textile industry.
Infrastructure
Inside the town's walls are two bridges that cross the Toulon River. The town has one northern entrance on the east side of the river and two entrances to the south on either end. The river itself is utilized for transport with many docks lining the interior. Along the river are also the town's timber mills which are used to cut logs as they drift down the river. The town also has space created for a local fairground. The largest celebrations are tournaments are held here throughout the year.
Assets
Though the land is owned by the Baron of Chattelle, many members of The Timber Guild hold the timber rights to the forests of Toulon. This provides the town with a steady source of taxable timber trade.

History
The town first began as a small lumber camp. The camp was intended to be a temporary settlement, but as the timber trade exploded, so too did the camp. Eventually it grew into the town of Toulon, named after the valley in which it lies. In 6067 2E, the Baron of Chattelle constructed Castle Rocktall atop the high ground on the west banks of the river to help protect his claim to the growing timber economy in the north.
Architecture
As the town produces large amounts of lumber, almost all the buildings are constructed of wood. Many homes build their walls by stacking logs and make roofs from flat boards and bark pulp. Glass is a hard to come by resources, so windows are typically more like holes with shutters. The only structures built of stone are within Castle Rocktall's walls and the gatehouses.
Geography
The town sits divided by the Toulon River. The land on the west bank is significantly raise, making it the ideal location for the castle. The west bank slopes high up, creating a sharp 40 feet difference in elevation between the east and west sides of the town. The land surrounding the town is very soft and relatively smooth. The land all around sits at steep angles, however, with only the immediate area of the town being decently even.
