Throughout his rule and life he advocated and pushed reforms across his nation. By the time he had passed away, he had found wild success, and by near all accounts he had successfully reached his goal of 'reform'.
When he was a young man, fairly early into his rule when compared to a lifetime, he was nearly taken hostage and/or killed by a group of conservative reactionaries known as the Brotherhood of the Frog. The exact measure of how 'close' the attempt was changes between accounts, but no matter how likely it was to succeed it does show how his reforms left particular groups unhappy.
