The Former holy city of Heironeous, is now the defiled city of the of the blood god Shard, The Lord of Shadows, The Blood Lord. Loec is controlled by Cabals of Great Vampires all claim to be sired from the Blood God. First Among Equals is his Wife Anna Bathory. The cities mortal residents all most give a monthly tithe of blood to appease the cites vampire lords, and most residents find the arrangement fair seeing as the wilderness around the city is full of much less civilized undead.
