He is able to cast some limited spells, those that could be used for identification or aiding in sales, BUT not ones that would compel a person to buy his wares.
I.E. identify, silence (on an area to keep prying eyes away), etc.
All of the items he sells are of a questionable nature and it is questionable how he obtained them. Occasionally he has a good item for sale, however most are usually poor quality and/or cursed.
He is willing to sell really questionable stuff at cut rate prices; like copper pieces on the gold.
He periodically is willing to trade items for favors; ie “Your dying breath” - reduces death saving throws from three to two.
Travels regularly and he will turn up regularly out of the blue at towns and such which the party only just arrived at.
If the party says where they are going or he somehow finds out, he will periodically just show up at the town/city before them. He will sometimes, if questioned, say that he is actually the brother or cousin of the person the party thinks he is. All of this is just because he wants to fuck with the party.
For some items, he has the buyer sign an “agreement” of sorts:
I, ________________, being of sound mind and sound body, under no spell or influence from other worldly beings, or any other outside control magical or otherwise hereby acknowledge that [merchant] is not responsible for, or will be held liable for any side effects caused by such items listed below. Effects including but not limited to injuries, possession, dismemberment, banishment, polymorphism, memory loss and even death may occur when using questionable or cursed items and any use of such item is taken at the risk of the buyer and all such responsibility will be held with the buyer.

If threatened, he begins to dislike said individuals. He will use the law and guards to his advantage, until someone tries to point out the questionable nature of his goods and such; then he starts to stutter and clam up.
