The Guardians Of Earth

The Guardians Of Earth were the ruling elite of Earth in the period immediately prior to the Great Forgetting. We do not know much about them. It is unclear whether their remit included lunar governance, for example, since there is evidence for Guardians of the Moon who may have been subordinate to the Guardians of Earth, fully independent of them or engaged in some kind of power struggle with them.

In any case, the Guardians of Earth were responsible for signing the Vow of Earth with the Galactic Compact for whatever currently obscure reasons they chose to do so. This led directly to the Great Forgetting. Although the Guardians of Earth ceased to exist after the Vow of Earth, they were responsible for setting up the structures of the Season of Innocence. The Conclave, which was charged with the maintenance of the Season Of Innocence can be assumed to be a direct manifestation of their will and most likely hosted many of their members.
