Head of the Shulavi

Intrinsically linked to the Kohrin government, the Shulavi and its Head have nearly unmatched magical and political influence in the sovereignty. With a close relationship with the Proven Sovereign and years of history behind them, the Shulavi's Head can subtly push or dissuade any manner of agendas within the Kohrin government and their opinion can hold great sway.

Qualifications

Similarly to the Kohrin government, the Shulavi's Head is largely determined through tests of merit. In addition to the knowledge and reasoning tests not dissimilar in structure to those of Department Heads, potential Heads of the Shulavi are tested on their magical abilities and previous actions are often also considered. A handful of potential Heads are selected through this process, and thereafter they serve as advisors under the current Head. After several months the Head will select their successor, although even after this it is possible for one of the former candidates to become Head if the original successor was found lacking. Additionally, a new pool of applicants is often tested every five years to ensure that promising newcomers have an opportunity. In order to qualify as an applicant one must have been an active member for at least five years.

Duties

The Head oversees all magical activity in Kohri, ensures it is protected from magical threats, and acts as a confidant and advisor to the Proven Sovereign. They oversee all of the Shulavi's investigations, determining which investigators are assigned to what task. Similarly, in the event that any other department requires magical assistance, the Head selects which member(s) assist. If the sovereignty is ever at war, the Shulavi's Head is responsible for organizing the magi soldiers and advising generals on magical tactics and any magical abilities their enemies may have at their disposal. Additionally, the Head plays a ceremonial role in several festivities celebrating Kohri's founding and as a representation of the magi of the sovereignty.

History

Before Kohri was founded, the Shulavi was a small informal network of magi who met to discuss magical techniques and theories. As the Ahgu sovereignty crumbled, one of their members, Dasu, pushed for them to become involved.
We had the power to do so much in the world, for our people. It would have been unforgivable to let such go to waste. Ahgu's influence in our region had already crumbled, and the Dilil alliance was already trying to establish a new form of governance. We simply lent our aid.

With the Shulavi's help, the Dilil alliance was able to expand quickly, merging with other groups of rebels until they had retaken the capital. During the reunification efforts, Dasu had first acted as an unofficial organizer, but later the title of Head of the Shulavi was created for him. After Kohri was established and Dasu became the first Proven Sovereign and established the tradition of Shulavin Heads being determined through a similar method as the rest of the newly founded government.

I like magus/magi as far as terminology goes.   Fascinating position. I love all the history behind it.
