History

They are the formation of three smaller groups, The Emerald Claw Raiders, The Biomancers, and the Crimson Oars with the goal of seeding unrest in Kios. They have kept their structure hidden from the public, their operations are unknown, and their physical location hasn't been documented. The only reason their existence is known is because they paint their symbol at crime scenes to facilitate unreast amongst the public. For all for all intents and purposes the are a boogeyman watching over Kios.
