Governor
A Governor is a ruling head over a Dwarven city-state. There are three city-states in The Great Valley.

Head of Finances & Diplomacy
A successful city-state relies on profitable trade relations with neighbors. Negotiating with other states and balancing the government's budget are key focuses for any good Governor. A governor assigns their chosen Ambassadors to other states. War is considered undesirable, partly because of the great expense. Most Dwarves would rather their government focus on improving the daily lives of the community.Military Defense
As the head of his state, The Governor is responsible for the defense. While the state Militia ultimately reports to him, a wise Governor puts a good General in charge. It is exceedingly rare for a warlord to be elected to civic office. The Dwarves know that the defense of their society is important but they believe that mastering the art of war alone does make a man a good leader.Justice
The Governor sits atop the court system, able to overrule a judgment or forgive an offender. Each of the three Dwarven Cities in The Great Valley has its own courthouse, police, and judges. Judges submit their rulings to The Supreme Magistrate. Summaries are then sent to the Governor.Historical Continuity
Keeping accurate state records and a detailed timeline of major state events is considered a sacred duty among the Dwarves, owing in part to their reverence of Arastoo. Big changes in this article! Having the three capital cities meant that a city-state structure made a lot more sense for the Dwarves. It's fun when a great connection between ideas forms, even if it means you have to go back and change something. The end result is better than what you started with if you're editing out something that isn't working.
