Herebury Cay

Herebury Cay is a pirate's haven in the Nelek island chain that arose for the same reason Reishi did: a lot of ships pass through Nelek, giving them a lot of potential targets. The Cay is a sort of neutral ground for the Expanse's pirates. Not all groups get along with one another, but all come together under a (typically tense) truce when they convene at Herebury for their games.

Demographics

The races that come to Herebury Cay are as varied as the people that sail the Expanse's waters. While its population stays at roughly eighty, the number of "permanent" residents (i.e. the pirates left to watch over the island) vary with who has been assigned month-to-month. They are, however, all unilaterally pirates.

Government

Herebury Cay doesn't have a government so much as a concord. Each pirate group adheres to its own command structure and follows its own desires, only with the understanding that violence in the Cay will be met with redoubled force from all other crews present. That understanding keeps nominal peace on Herebury, though it is common for rival crews to attack one another the moment they leave the Cay.

Defences

Herebury Cay always has at least eighty pirates on its shores, usually from at least 80 pirates, usually from 16 different crews. While this is only enough for the pirates to man one or two ships in defense of their island should they come under attack, the pirates have set up "cannon walls," defensive walls with cannon holes built onto the shores of the island at strategic locations, allowing them to fire at ships that get too close to the island.

Infrastructure

Herebury's structures are mostly ramshackle. There's are a few bars, a few shipyards, some huts set up in groups around the island, and one very large hole dug into the center of the island.

Geography

As a cay, Herebury is generally flat, with sandy or rocky shores. It is sparsely wooded.
