Thallingen Central Harmony Programme

The Thallingen Central Harmony Programme, or more commonly known as the Thallingen Blade Tax is an "incentive" imposed by the Government in Thallingen in order to reduce the prevalence of bladed articles within the centre of the city. The tax is charged on any sharp object at a rate of 2 silver pieces per inch of blade. Under this law, a blade is defined by anything which can cut the flesh of an apple. The tax must be paid when a person passes into the inner city through one of the 8 Rose Gates. They are then provided with a receipt which covers them until midday on the following day at which point, if they're still in the city, they need to head to the nearest guard outpost to pay for an additional day or face a fine of 2 gold pieces per inch of the blade.
It is important to note that this programme applies to all bladed articles even those stowed in packs or carried in carts or ships. In order to protect trade and the profitability of businesses, there has been an exception made for those who land directly in The Haggler's Court and don't head down into the city proper.
