"The Beastfolk Hegemony"

Purpose
The Beastfolk Hegemony was created to give structure and order to the Beastfolk in regards to what Race stands atop the other within their society. Technically their society functions where one Race is constantly competing against another in sort of political, economical, and sociological manner; but some Races tend to be superior in nature physiologically more so than others. Thus, in the name of their favored Deity, etched into stone in the walls of their hallowed and ancestral halls within The Wind City: The Beastfolk Hegemony
Historical Details
Background
During the rise and into the height of the Alfheim Empire the Beastfolk were a vassal state in service to the Elves. With their backs pressed against the Razorback Mountains and the whole of Vale under the control of the Elves and their Magic, the Beastfolk had little choice but to serve. During this time supposedly their Deity, Vosegus Donon, spoke to them and issued the Hegemony to the leadership of the Wind City as a means to unite the Beastfolk. Prior to the Hegemony the Beastfolk constantly warred and fought one and other for land, food, and for the Wind City itself. Though some scholars speculate that the Elves tricked the Beastfolk into believing their Deity created this system in order to make the Beastfolk more compliant. There are enough devotees to their Deity believe it to be their words, so and thus the Hegemony is still in effect to this day.
History
The Beastfolk Hegemony has survived both the Great Revolution and the Great Rebeliion alike, giving it all the more credence that it is the words of Vosegus Donon itself. Thus it has survived and still believed after thousands of years.
Public Reaction
Their are mixed reactions and feelings regarding the Hegemony: Those higher on its scaling enjoy the sense of order and duty it gives themselves and all Beastfolk, whilst enjoying the freedoms and powers it delivers. Those on the lower end of the scale however find it stifling and insufferable, but they dare not defy the words of Vosegus Donon.
Legacy
The greatest repercussions of the Hegemony is that it almost explicit refers to the Rodentia, a rodent based race, to perpetually be at the bottom of the Hegemony. This compounded over a multitude of generations has resulted in the Rodentia becoming a severely embittered and violent people with an almost inborn criminal intent.
