Eyes, The

The Eyes are a small administrative council of five that oversees all Houses within the House of Leavings. Their primary responsibilities include promoting Shepherds of Leaving from one rank to another and ordering relocation of higher-ranked individuals (and lower-ranked individuals via the higher-ranked if necessary), but also the opening of new Houses.   Little is known by the Shepherds of how the Eyes operate, but it is generally understood that they are individuals with strange -- albeit limited -- precognitive abilities whose guidance should be trusted implicitly. Additionally, the Eyes hold no permanent or even known residence and indeed are impermanent themselves: instead, an individual serves as an Eye for an unspecified period of time. When their tenure is complete, they return to their normal lives with no abilities or memory of their service. An Eye can be any age, sex, race, or rank.   When an individual is called to meet with the Eyes for whatever reason, they are typically nearby in borrowed accommodations and without accompaniment. Normally all of the Eyes are glimpsed together.   When promoting an individual, a member of the Eyes holds the Stone of Testimony while the Shepherd places their hands upon it; the stone-bearer announces, “We have seen this. We welcome it as the next step. Though the way is yet dark, this small part takes us closer to the meaning.”. The Shepherd's shawl-collar is then replaced by another member of the Eyes, after which they announce, “This child is raised. Let them carry the title of [new rank], and may their burdens be many but light. May all souls welcome their meeting, and may this child walk well in the way. The arcane waits for us all.”.    
“They command us, Master-Shepherd."   “Not precisely.” ... “It would be more accurate to say they are the compass by which we navigate this turbulent world. They see things – sense things – that we do not, and they advise us accordingly.” ... “They have their ways that are not for us of lower rank to understand."
