Seish’shula (Saysh-SHOOL-uh)
The Seish'shula act as a city guard for the Kivan capital of Seishmeb, and are in charge of keeping civil order. They do not hold jurisdiction outside the city limits; this typically falls to the Head Tribesman of the tribe currently in possession of an area.
The Seish'shula consists of around seven hundred volunteers overseen by a group of elected representatives -- known as Elects -- one from each Kivan tribe that has more than one hundred members. When the Head Tribesmen meet annually in the capital, a review of the Seish'shula's conduct, duties, and budget is also conducted.
