Jake Henry

Henry was an adventurous child, getting into plenty of trouble throughout his youth entering restricted areas on the platform to explore. Despite his parents' objections, when he was a teenager he became a pest exterminator, specializing in crawling through the ducts with a lit Pip Boy and .22 pistol after the many rad roaches that find their way inside the Crawler. This eventually evolved into a poistion in the The Vault Crawler Protectorate guarding the lift when it made trips to Undercity.

With a wanderlust that seemed to grow year by year, Henry also worked on scavenger teams, taking him further and further into the hostile region. Eventually this led to a skirmish with a group of unaffiliated scavengers when Henry witnessed them chasing down a remarkably healthy looking German Shepherd. Saving the dog from her fate, he found her to be immediately loyal as if she understood his actions completely. The First Citizens Council of course got word of this, and invited Henry into a private conference.

Convinced this was a sure sign of an undiscovered Vault, they wanted to disect the canine to determine what she had encountered on her path so they would have a clue as to where she came from. Outraged, he argued that she would likely attempt to find her way back at some point and it would then be as simple as tagging her collar, outright refusing their proposal despite knowing it would certainly put him in danger. Storming out of their meeting, Henry had no intention to wait for retaliation, instead he made his way to the maintainence ducts.

Navigating this labyrinth of tunnels and crawl spaces is difficult even for those that do regular work on them. His new friend could lead him where he needed to go however, and after offering her some trash he stole from the meeting, she caught the scent he was looking for. Everyone has figurative skeletons in their closet, but the First Citizens Council had a literal room for the bones and decaying corpses of their rivals that were too high profile to be disposed of normally. Collecting evidence with a few other members of the VCP he felt he could trust, Henry devised a plan to safeguard himself from the Council's wrath.

The two members he knew he could not reason with he arrested, making a public spectacle of the matter and announcing that more culprits would be brought to light soon enough. Henry then began to visit the rest in turn, implying in no uncertain terms that is they did not follow his exact instructions, they would suffer the same fate as their less fortunate peers. Knowing the Crawler would not survive a complete gutting of their political system, a unique compromise was made.

The current Council would resign their seats to their next of kin or successors of their choosing, however they would continue to live and work as normal in the homes they were currently inhabiting. Certain members such as First Citizen Colt who were absent from the meeting or couldn't be connected to the crime were spared, however most were not. This upheaval caused the average age range to shift from 50-70 to 30-50, which did nothing to eliminate corruption, but it did send a powerful message to the rest of the citizens of the Vault Crawler.

Taking the exam himself, Henry earned himself a place amongst the next generation of First Citizens as their Chief of Security. Despite this poisiton usually tying one down to a physical office aboard the platform, Henry claims he needs the freedom to leave as he chooses in case the strangely healthy wasteland dog decides to lead him to her home. After their first adventure came to a close, Henry named his new friend 'Justice' with the hopes that they would have many more. Even with all his trips away from the Crawler, Henry has yet to yield any results, with many speculating that it is simply a ruse to save his furry companion. After what happened to the last Council however, most give the man a wide berth.
