Often the public face of the Syndicate, these ghouls spend most of their time trying to pretend that the Great War never happened. The upper crust of society drives pristine cars to their social and political events, dining on steaks and drinking freshly distilled liquors. A stark contrast to the slums on the outskirts of the city that overflow with desperate hordes slowly turning mad as they fight for a higher place in the caste.


The core of their facade starts with a mirage of democracy. The governor runs for half-decade terms, the campaigns and elections taking place purely for the entertainment of the citizens. Although most would say this is to stroke two-hundred-year-old egos, there are those that consider entertainment and stimulation key in keeping the mind from turning feral.


Perhaps the only place in the Dust Bowl where culture has continued to develop, some of their styles and music seem quite odd to outsiders. Fads come and go, but the fashionistas seem to have a proclivity for clean, straight forward looks with a classic flair. On the other hand, lyrics and instruments have evolved dramatically. Little is recorded or broadcasted however as they typically play live with the belief that impermanence adds to their art.


Taking a pretentious Latin name meaning 'To Bring Light', they absolutely delight in talking down to wasters that ask about its origin. As high and might as they appear to be with this fancy title however, no two citizens seem to agree on exactly how it is pronounced. This is such a serious debate that an entire staff exists for each political candidate to prep speeches and do damage control if someone rolls an 'r' or annunciates a vowel the wrong way.

Plenty of bad blood exists here but out of mutual business interests deals are sometimes made and neither settlement expressly forbids allowing the other inside limited areas for trade.

Worried that the territory could be claimed by the brutal mutants if they were allowed to do any business with the Rad Farm, Corvega City Slavers and Vault 191 Cartel are shot on sight within city limits.
