The New California Republic
After dwellers of Vault 15 left their home, they took with them vital equipment to restart life back on the surface. They founded Shady Sands and some time later, a feudal republic that rapidly spread across the west coast. The NCR has attempted to mirror the positive aspects of the old world values while eliminating others. Elections provide the people with a voice, enlistment opportunities provide them with security, and their economy ensured them a future.
Few resist these changes initially, as it was a welcome change from the brutality people were used to in the wasteland. It is even rumored there was some collaboration between the NCR and the Brotherhood to take down the Poseidon Oil Rig, although no one has anything but anecdotal evidence to support this. A bit of peace is held in the west coast for a time, but nothing worth having ever comes easy.
It is clear to most that a conflict is imminent between the Brotherhood and the NCR, and before long it turns into open warfare. They force the better armed faction underground and fleeing in their wake, proving that solidarity and dedication to civilian infrastructure is a better approach to re-conquering America. It is not until they reach the Mojave where their expansion halts, although ranger sightings have been confirmed as far as the Great Dust Bowl.
Strained
The Shi are quick to de-escalate any major confrontations with the other faction, but it is no secret that they have territory coveted by the larger organization.
