In a world where magic is seen as the medium for evil and ill fortune, magic is not something to be proud of. It may be considered evil in popular, public belief, but many people use magic behind closed doors because the right spells can have beneficial effects. It is a large but unspoken part of many people’s lives.
However, there is one city that is so draconian in its laws against magic that it is often seen as a refuge against the evils. It was founded to be a haven against a world full of magic, hence its name. No magic of any kind is allowed within its walls and the government has strict crackdowns on the illegal selling or practice of any magical arts. Just being a The Dagphi, even if not practicing any magic, is punishable by law (not to mention society) despite not being responsible for any of the circumstances of their own conception or birth.
The population is adamantly opposed to the use of magic. Most who flock there have been victims of magic in some form and have grown to despise it to their core (unlike most outside the city who talk as if they despise magic, but may partake secretly), but many are also severely removed from their magical ancestors and incapable of much anyway. (Nearly all mortals in the upper realm can trace their lineage back to at least one magical entity, and thus all are theoretically capable of using magic, but the more distant and diluted that magical relation is, the weaker their natural magic is.) There is also a strong clan among the residents, descendants of the city’s founders, who claim to have no magical lineage at all. To have been born of mortals alone, even from the first days of the upper realm when all walked the land.
Haven has grown for its unique anti-magic character, and much of its culture and governance revolves around the ability to accomplish things without the use of magical aids. Some would call it overcompensation, but others call it living up to the standards of their own mortal ancestors. They are biased against magic and magic-users, seeing them as “using magic to compensate for the weaknesses of their own souls,” but are also the most vocal about the real role magic plays in the upper realm. Ironically, there are some prominent schools of magical study in the city, whose goals are to understand magic so that it can be subdued for the dawn of mortal strength, or even eradicated.
