New Abhaile
Settled by refugees from Abhaile and Caisleán, New Abhaile is only about a single elven generation old. There are no Elves left that were there when Abhaile fell. The current residents of New Abhaile attempt to carry their memories, but have ended up with their fair share of generational trauma too.
New Abhaile is a peaceful community where learning and education is valued. While the elders are aware that they cannot reach the dizzy heights of Caisleán's university yet, early efforts to pour themselves into recording the knowledge of the city's founders has helped patch some gaps.
Very few survived the fall of Abhaile; there are only around 150 elves (mostly high elves, a few Wood Elves and Pallid Elves and a scattered number of half-elves) settled in New Abhaile. It's run by a small council of elders and masters, who try to bring their best judgement to solving matters that affect the whole of the city.
With the empire on their doorsteps, the people of New Abhaile are buying weapons from the only other long-term elven settlement: Starhold. The peace of New Abhaile is hardwon, and they'll lay down their lives to preserve it.
