Strong Root

The Strong Roots are four members of the terrorist group known as the Valhalla Foundation and seem to hold some sort of authority. These four are the strongest known within the organisation and pose a serious problem to the wellbeing of pursing Justice Servants, the Director of Justice has put a 1000 gold bounty on each of them.
