Makzukan

The Makzukan (Makzukan), or the Royal Council are 15 beings that the Reigning Sovereign chooses as part of their private circle that provides input in high level decision-making. There is a set of Makzukan in Allera and another in Phalecia (making a total of 30), both of which interact with each other on a semi-regular basis. The Makzukan consists of the top soldiers, scholars, and exemplary members of society, and are officially given blessings by the pillars of propiety once the Empress offers them a position.
Each member of the royal court holds a particular title usually an overseer of a particular area of Allera.

They can have their own zokhu, or sector, to help with managing their responsibilities, however this is not mandatory. 

Physical Attributes

Makzukan are given a hand crafted gemstone that is created from a rare mineral from the Inner Gates. This is to represent their loyality to their reigning sovereign and must be worn alongside their main identification at all times in public. They must also wear a deep purple attire with gold trims and accessories, though the design of their clothes is up to them.
