The Chamber of Sages
The Chamber of Sages is an elite order of spellcasters and scholars who refuse to yield to the authority of nations. Many of them have exiled themselves from their places of birth in order to study the arcane arts in seclusion, unwilling to be the tools of political leaders.
Structure
Though strict in their laws, the Chamber of Sages is largely egalitarian. Each "sage" tends to be dedicated to specific fields of study, so conflicts rarely arise. Sages are granted a great deal of autonomy, and major decisions are always subject to a public vote.
Public Agenda
The study and practice of the arcane, free from political meddling. Some Sages roam the land to protect the weakest members of society from fiends and brigands alike.

History
The Chamber of Sages was formed by mages and clerics who willingly left their homelands. Their independent order built a large fortress in the Tor-Denma Mountains, where only monster slayers dare to tread. Sages either now study the arcane arts in secret, free from political machinations of Verden's nations, or they roam the land to defend the public from harm.
Territories
The Chamber of Sages is an elaborate fortress with sweeping curves and impressive spires in the Tor-Denma Mountains. It is accessible only by teleportation or a single stone staircase guarded by battlemages. Experienced Sages will often meet novices at the base of the mountains and teleport them directly to the Chamber.
Military
The Chamber of Sages does not have a large military force, but rather a collection of very powerful wizards, sorcerers, eldritch knights, monster slayers, and warlocks. Even those who do not use magic often carry potions to enhance their abilities. Their mountain home is almost impossible to invade, and so they will prefer to wage a defensive war of attrition.
Religion
The Chamber does not restrict the worship of deities, even the cruel ones, so long as all Sages obey the Chamber's codes of conduct.
Agriculture & Industry
Food is created daily by the Chamber's many clerics, eliminating the need for agriculture or conventional trade. The Chamber of Sages accepts donations of gold from the local villages and the common people for protecting them. They also partner with monster hunters who visit the Tor-Denma Mountains in search of elusive beasts, helping the hunters in exchange for some of the beasts' valuable body parts.
Trade & Transport
Being a society of mages, Sages rely heavily on teleportation spells and have numerous teleportation circles within the Chamber itself. Special attendants often ferry novices from one teleportation circle to another. There is only one conventional path that leads to the Chamber itself, used exclusively by visitors and donors, and it is heavily guarded.
