The Nine Daggers
Structure
The Nine Daggers has a council of nine members, one for each of the nine provinces of The Gratic Empire. This council decides the group's actions over the course of the year. Each council member then alerts various agents, spies, and bribed officials to help enact the plan.
Public Agenda
The goals of the organization amount to the downfall of the Empire through assassinations, economic turmoil, and bribery of guards to sow distrust in the imperial government.
Assets
Most of the members are wealthy Hayim merchants angry at the expensive taxes levied against foreigners in the Empire, and so the group is remarkably wealthy. They also have bribed many officials and guards - most notably, the Lord Mayor of the Gratic Empire for Dúrmi - and so enjoy a small amount of military and political support to their agendas.
History
The Nine Daggers formed in the aftermath of the Great Drought of 93 II , when Hayim merchants became taxed at nearly double the rate of Gratic citizens. This group has staged many small attacks and assassinations throughout the past century, including the attempt on the life of Emperor Kelem III in 156 II .
