Blacklist

"Blacklist" is the semi-official name for The Bluewater Bureau's Department of Civil Investigation.

Structure

Blacklist is led by member of The Bluewater Bureau referred to only as "The Lady Upstairs". The public identity of this person is unknown to more or less everyone but some members of the Bureau itself.
Aside from The Lady Upstairs, the service has no official hierarchy. The vast majority of Blacklist Agents cannot even identify other Blacklist agents.

Real name: Unknown A human spy with a lot on his mind. He claims his area of expertise is information gathering. Seems to actively dislike Blacklist and Bluewater in general. Known protegé of Thoth

"Lovatt"

Real Name: Llewellyn Casswick (deceased) A charming and debonair socialite and self proclaimed "Life of the Party". Throws parties in his lavish mansion The Light Fantastic. Killed by @Zinnobar.

Grenwich

Real Name: Felice Bass A tarot reader that the party met when they first arrived in Bluewater. They witnessed her death at the hands of @Zinnobar.

"Wallflower"

Real Name: Luca De Plance (deceased) One of the agents killed by Zinnobar. His ID was taken by a party member.

"Tileul"

Real Name: Samine McNielty (deceased) One of the agents killed by @Zinnobar. Their ID was taken by a party member.

"Cramoisy"

Real Name: Amoretta Wendig (deceased) One of the agents killed by @Zinnobar. Her ID was taken by a party member.
