Drumdark has the lowest population amongst all the capitals, simply reaching Drumdark is almost impossible without help from locals and those who come uninvited are relentlessly peppered with arrows.
There are no written laws that must be followed in Drumdark, being only populated by Zarians, a great majority of citizens are female, and in true Zarian nature, possess a strong sense of sisterhood, making laws objectively useless for them as crime is unheard of.
Besides the Queen, there are no nobles or peasants in Drumdark, simply people with different jobs.
Government
There are no laws or taxation in Drumdark, citizens work together to survive the jungle.
Between their own citizens, Drumdark uses a system of trade, trading an item for another of equal value, with outsiders however, they use coins.
Defences
Drumdark seemingly has no defenses, but that thought is quickly tossed aside after realizing that Drumdark is filled to the brim with professional hunters, armed with deadly ranged weapons.
If the thick jungle isn't enough, then the thousands of arrows raining from the sky might be.

Citizens of Drumdark mainly hunt for materials and food, but there are also fletchers and leather workers that trade with merchants brave enough to venture through the jungle to reach them.

The capital of Zar was built to gather Zarians together, before the capital was constructed, Zarians used to roam the jungle as nomads, now together, they are a force to be reckoned with.

Unannounced visits to Drumdark are not tolerated and are met with arrows and death.

Drumdark buildings have a healthy mixture of stone and wood, making them sturdy enough to survive the harsh environment.

Drumdark is directly on top of a river, said river provides fresh water and fish to the capital.
Surrounded by a dense jungle, Drumdark is extremely hard to reach, making it hard to trade or visit, but stopping most monsters from ever getting close.
Drumdark is near various hills and at the same time waterfalls, making it a gorgeous place to live in.
Natural Resources
Because of the extremely dense jungle that surrounds Drumdark, it is very hard to plant crops, but the trees provide high-quality wood to the capital and the small areas with enough space to grow crops prove to be highly fertile.
