Cabal in Shadows

Formed in the aftermath of the collapse of Ostland, the Cabal in Shadows represents the only ones holding the province together. It was formed on the urgings of Ceradrin The Emerald after the fall of Wolfenburg. Seeing that the Elector Count was retreating and the hordes of Chaos didn't seem to stop, he contacted the only ones powerful enough to put up a fight.
In the years since the war, the Cabal in Shadows has slowly expanded its reach, finding a great deal of utility in cooperation.
