It's original purpose, as stated in the forward by the author, was to detail the history of the practice of magic from a structural and historical point of view.

Clauses
The first half of the Annals of the Practice of the Greater Lore is a historical timeline of magic, both in terms of signifigant magical events. This ran the gambit from when notable users of magic lived, legendary magical duels, when common magical spells became more common usage, alchemical discoveries and many more.
The second half delves into magical structure. His way of approaching it nothing like any before or after has come close. At times Mikel describes it as almost a living entity and others in such formulaic prose as to almost be called poetry. It concludes that the practice of magic shall within the next few centuries shift from manifested and controlled energy and more delving and broadening of magical constructs and artificing.

Background
Mikel Silverlight's book was written close to the beginning of what is largely considered another golden era for the working of magic. Almost every practitioner of any consideration would have a copy. The historical aspect of the Annals of the Practice of the Greater Lore is largely considered exceptional and as accurate as if a person lived through it all. The structural side that delved into the mechanics of magic was received with such a broad swath of reactions over the centuries that debate about it continues to this day almost 2700 years after it's publication

Public Reaction
Every user of magic and magical historian finds the history half of the Annals of the Practice of the Greater Lore. The structural side is so hotly contested that many duel and outright fights have started from debates on it. What made it even more so was the rise of the Imperial Artisans Guild and it's mastery of magical artificing. A not insignificant percentage of those who studied it view his spot on prediction concerning that aspect of the Craft might mean he was right about more. Some just declare he had a lucky guess and, sometimes, violently oppose any who support Silverlight's work
