The Covenants Beyond the Layer

Purpose: Acts as a collective negotiation power for Warlocks who have made pacts with beings both in and out of the Outer Layer and the magical beings who have had power gifted to Sorcerers.
Influence: The Covanant of Warlocks and Sorcerers who communes with powerful entities in order to strike fair pacts for their warlocks and devise magical context for Sorcerers.
Leadership: The Covanent has no formal leadership but instead representatives for each, cataloged, entity that looks for pacts or magical offspring. These representatives are worshipers of lofi and are blessed to conduct their bussiness unharmed and have taken an oath of non-violence.
Membership: Warlocks that aspire to join the Covenant must only find the means their desired patron and their representative to formaly join the Covenant. If their Patron does not heed the call, then a representative will force contact the patron through Lofi, allowing negotiations to take place. After that then the Warlock will just have to pay dues to the Covenant hoard. The hoard goes toward other members who are without their powers and cannot earn so the hoard covers their expences. Sorcerers must take an magical source exam to determine the origin of their magical apptitude. After that, if their origin is sentient and alive, then a line of communication is set up between their origin to provide a plan to reach their potential. Sorcers also have to pay an initial donation because their power is not at risk as their fellow warlock members
