Ovgilbek
Structure
Ovgibek is an affiliation of nine dwarven clans, each having its own king. Every 16 years on the Yule the kings assemble a grand council to elect a high king. There is also another council called the lawspeakers, made up of four of the most respected elders in all of ovgilbek. These Lawspeakers serve for the rest of their life and renounce their standing among their clans. Vacant positions are filled at every grand council.
