Marsil'hai

Located amongst rain-fed hills, Marsil'hai is a major center for food, farming, and agriculture. Walking along the streets of Marsil'hai, you'll be sure to find many vendors hawking food as well as a variety of more upscale dine-in restaurants. Cafes are also a large part of the culture here. People may spend their leisure time sipping a cup of tea and eating pastries while they read up on the latest news or book and discuss it with other patrons.
Marsil'hai is also home to a fair number of research organizations that are dedicated to uncovering nearby ruins. These organizations often hire students from the local university.  

Culture:

Marsil'hai is a major hub for food. The  city centre is home to a large outdoor market where many vendors sell freshly harvested food. Moreover, the area hosts a large number of restaurant vendors (similar to Singapore's hawkers centers). These vendors are especially busy during the evenings where many people will stop and grab a meal on their way home from work. 
In addition, there are many small cafes where people will sit and drink tea. Cafes are the places where people come to hear about news and discuss ideas. They are frequented by university students, professors, politicians, activists, and other professionals (particularly theorists, magic practitioners, authors, and some artificers). Cafe culture is integral to Marsil'hai's intellectual scene as they have served as a space where people come to debate and bounce ideas off of each other. 
Given that Marsil'hai is home to a large university as well as many research organizations, education, knowledge, and innovation are integral to the culture. New theories and revelations about magic often originate from Marsil'hai. Furthermore, lots of research is done on the history of Taifar before the Affliction and anthropologists work to uncover the secrets of the past through uncovering ruins. 
Marsil'hai's emphasis on knowledge and the innovation of new ideas is reflected in the many opportunities it has for children in terms of education. Basic schooling is offered to all kids, and in higher grades, there are many prestigious, specialized schools. The city is also home to a large university that draws people from all over Taifar to study. The main draws of the university are its courses in magical history and culture.
Holidays in Marsil'hai revolve around the changing of seasons and new crops being harvested. People take time to prepare homemade food from locally-harvested ingredients. These holidays are the few times of the year where people take the time to slow down and reconnect with friends and family via the sharing of food. Small packages of dried food (ex. fruit, nuts, herbs, tea leaves) tied in large leaves (ex. banana leaves) are left out people's in front doors or windowsills as a symbolic offering to farmers to have a prosperous season.

Government

The government is composed of elected representatives of different neighbourhoods within the city (these tend to be people from noble families). The representatives are lead by the Altacra (similar to a prime minister) who has slightly more power than the representatives.
Politics are very important in Marsil'hai as it is one of the largest cities in Taifar. Many noble families reside here and try to gain influence either by being elected or backing their preferred candidates.
