Rangers Sagittarius

Rangers in the Sagittarius Cluster are an enigma. They are evident throughout the Cluster, are above and unrelated to any government, provide social and other services, and, in general, are just a fixture in this part of the galaxy.
In areas of lawlessness, they can provide order. In areas under adverse control, they can provide light to those still in need. They maintain membership hostels and services on all Class A, B, and C starports, and there are usually members that can be found on many other worlds when help is needed.
If there were anything akin to a single government within the Cluster, the Rangers might be chosen for that role. They will broker groups that have disagreements, help those in need, and in general just help to maintain the emotional stability within the Cluster without imposing any particular law or order except to maintain life, liberty, and the pursuit of happiness.
The Rangers are not religious, but some aspects of their culture resemble religious orders or organizations. They are not military, but they certainly have sub-organizations resembling armies and navies to carry out their organizational mandate and commercial ventures. They are not a government as they don't pretend to maintain control over anyone or anything. They exist and are ubiquitous, yet they serve a public agenda that seems almost too good to be true.

Rangers may have two ranks if they are either the Army or Naval arms of the Rangers. In those cases, their military style rank will be prefixed with "Ranger". Enlisted are still Rangers, Officers O-1/2 = Senior Ranger, Rank 3/4 = Supervisory Ranger, Rank 5/6 = Lead Ranger. This enables military type organizations to have a familiar organizational structure, while also maintaining the structure for the overarching Ranger hierarchy.
