Head Ranger
A Head Ranger is the ranking Ranger in a subsector of the Sagittarius Cluster. Achieving this rank makes them eligible for election as Chief Ranger.
The Head Ranger does not report to or answer to any political body within the subsector. The Rangers and their mission is autonomous to the politics and rulers within their astrographical area of responsibility. However, they will be known by many local rulers and may be called upon to provide assistance, or, conversely, ask a particular political entity for assistance in carrying out their self-appointed duties. Generally this does not involve any interference, although one could look carefully at the history of the Rangers to see where "assistance" could be (and has been) manipulated.
Appointment
The head Ranger is elected from within the subsector where they currently reside. While Rangers do move around within the Cluster, a candidate for Head Ranger must have been a resident of the subsector in question for at least 5 years prior to their election. This is to ensure that they have enough knowledge of the area to be able to effectively manage their duties within the subsection's astrographical area.
Duties
The Head Ranger for a subsector must provide the infrastructure and leadership to ensure the Rangers are able to maintain their ability to carry out the responsibilities they have undertaken within the area of concern.
Responsibilities
The Head Ranger is responsible for basically everything Ranger related in the astrographical area of the subsector which they are overseeing. While day-to-day activities are beyond the scope of their ability to manage due to the large distances and communication lags inherent in the universe, they are ultimately responsible for selecting the teams under their control, guiding the teams to continue the Ranger mission. With that is the responsibility for recruiting, fund raising, selecting subordinates for promotion and many other "corporate" level responsibilities.
