Elysian Emperor/Emperess
The Elysian Empire is ruled by an Emperor or Emperess hailing from the Alba family, this monarch is primaraly a cerimonial figure within polotics, however they are not without power. Namely the Elysian Monarch may purpose new legisation to the Congregation. The Monarch may also veto legislation from the congregation, but if the same purposal gets through the Congregation again then it can not be vetoed.
Requirements
Though officalical no requiremnts are made for the hier, it is customary for the reigning emperor/emperess to select their hier by merit. This often means that the heir will have a masters or greater in political science, finance, or both. In the event of no heir having been declared before the monarch's death the throne will pass to the eldest child. This is informaly refered to as meritocratic primogeniture.
Grounds for Removal/Dismissal
Though no emperor or emperess has ever been removed from the throne if 3/4s of both the Elysian Senate and Parlament vote for the removal of the sitting emperor or emperess they will then be removed from power and the next in line by primogeniture will be installed as monarch.
